So is there a way for me to download the jar AND the maps and put them on my phone through PC cable link? I'm having a lot of trouble configuring WAP to work on my phone and I'd rather do it through cable if I can.

offline install
yes, you can install the app over serial cable, usb cable, infrared port or bluetooth. it should be described in to the phone documentation.
maps can be downloaded too using the tool SerialProxy.
